Just three days after arriving in Fort Worth, Texas, Lee Harvey Oswald is in New Orleans. He speaks with a representative of Travel Consultants, Inc., a New Orleans travel bureau. He fills out a "Passenger Immigration Questionnaire" on which he gives his occupation as "shipping export agent." He says he will be abroad for two months on a pleasure trip. He books passage from New Orleans to Le Havre, France on a freighter, the SS Marion Lykes. It is scheduled to sail the next day, 18 September (but won't actually sail until 20 September). He pays $220.75 for passage, then in the evening registers at the Libery Hotel in New Orleans. Apparently, Oswald is in New Orleans for the next two days.

William S. Burroughs is already involved to some degree with Dianetics and Scientology. On this date he writes in a letter to Allen Ginsberg that Dianetic therapy is a way to "simply run the tape back and forth until the trauma is wiped off. It works." [NOTE: Burroghs--a raving homosexual and drug who shot his wife in the head in 1951 and was institutionalized in 1940 after cutting the tip of his pinky finger off to impress a boyfriend, and who was convicted of forging drug prescriptions--later has connections with poet Gary Snyder, who himself would meet in Japan with Daniel Ellsberg in January 1960 (see chronology entry for 15 c. January 1960).]

Lee Harvey Oswald arrives in the mid-afternoon at "Cowes Roads," deep water outside the Southampton harbor's mouth, aboard the liner Liberte. Oswald arrives by tug on the mainland at either 7:50 p.m. or 8:40 p.m. He tells cusom officials at Southampton that he has $700, and plans to remain in the United Kingdom for a week before proceeding to a school in Switzerland. He likely joins a British Rail train, after passing through customs, bound for Waterloo Station in Central London, likely arriving London late in the evening.

LRH, learning that East Grinstead has been unable to fill a vacancy for a Road Safety Organizer, volunteers for the job. As he explains to a meeting of the East Grinstead Road Safety Committee, he is anxious to make a contribution to the community and he feels that the experience he has gained can be put to good use in East Grinstead. He gives an interesting talk on road safety campaigns in the United States, puts forward many ideas on how to reduce accidents locally, confidently answered questions and is unanimously elected as the town's new Road Safety Organizer by a grateful committee.

I, Lee Harvey Oswald, am asking to be granted citizenship of The Soviet Union. My visa is valid from 15th of October and expires on 21st of October. My citizenship should be granted before this date. In the mean time I am waiting for your decision about my citizenship.
Currently I am a citizen of the United States of America. I want citizenship because I am a Communist and working class person. I have lived in a decadent capitalist society, where the workers are slaves. I am 20, I served in US marines for three years, I served in occupation forces in Japan. I have seen American militarism in all its forms.
I do not want to return to any other country outside of the Soviet Union's borders.
I wish to reject my American citizenship and accept the responsibility of a Soviet citizen.
I saved up some money while serving for two years as a private in the American military service in order to come to Russia with one purpose, to obtain citizenship. I do not have enough money to live here indefinitely or to return to any other country. I do not want to go to any other country. I am asking you to consider my request as soon as possible.

Note from translators: The writing on the graphic of the envelope in Russian appears to be in a different hand, and from what we can decipher, is simply translating what appears in English. The phrase, "very urgent!" is underlined twice at top right of the envelope, and MAY be in a hand similar to Oswald's, but that is really speculation.

At the Hubbard Communications Office in Spring Street, Melbourne, he is greeted by an ecstatic crowd of Scientologists who cheer noisily when he announces his belief that Australia will be the first clear continent. Between lectures, he spends hours with local HASI executives discussing ways of persuading the Australian Labour Party and trades union movement to adopt Scientology techniques

"My first contact with Scientology was through a High School teacher who loaned me some of the books. This was in Auckland, New Zealand. I joined the org as an employee in late '59. I was a student at the time. The org was in two parts, HASI [Hubbard Association of Scientologists International] and HCO [Hubbard Communications Office]. HCO was Hubbard's own office within the org. I worked for HCO starting from end '59 and I started having correspondence with him. The lady who had hired me, Betty Turnbull, was in charge of HCO and her husband, Frank, was in charge of the HASI. LRH was displeased with Frank and Hubbard started sending me letters expressing displeasure and asked me to do an investigation. They ended up quitting or were fired. He accused them of being Communists and they were in the org to try and destroy it and sabotage his plans." --David Mayo

"...In early November I ordered all organizations to give an E-Meter check on all staffs preliminary to auditing these on the new overt/withhold-responsibility combination. I also forbade Central Orgs to employ persons with hidden social crimes that might be used to hurt Scientology (blackmail) until expiation could be accomplished and auditing completed.
"This began by suspending one Doug Moon in HASI Melbourne until he had been cleared since he was such a social liability.
"Almost instantly on receipt of the E-Meter check order Iain Thompson in HASI London, long-time friend of Moon, unexpectedly resigned and caused Kaye Thompson to resign from HCO WW.
"...The day I returned to Saint Hill Norma Webb, a Peter Stumbke and another non-Scientologist named Dinah Day resigned and ran away.
"On November 23rd at the urgings of Nina West, close friend of Webb, Nibs Hubbard deserted his post in Washington and left no forwarding address. It transpires that he had been caught up in the Moon-Webb-West connections. He tried to find nerve to face an E-Meter the Saturday he left but did not report for his scheduled session with his Washington auditor on that day. He has since been heard of here and there borrowing money and staying out of sight.
"The registrar in Melbourne subsequently left before she could be put on a meter.
"The only action taken concerning these people is suspension or cancellation of certificates pending E-Meter checks and clearing of overts against Scientology. None except Moon were dismissed, but they have been heard to say that they were. They resigned without notice to me.
"...As Nibs Hubbard was probably being blackmailed it is creditable that he removed himself from post before he could be made to harm the Washington Organization."

On or around this date, LRH, while in Melbourne, Australia, receives an urgent telephone call from Washington, D.C. saying that Nibs has blown. On this date, he writes an airmail letter to Marilyn Routsong: "Nibs was trying to get more money by loans from us. This may make a field upset but we'll survive. If be goes into practice anywhere or starts up a squirrel activity have HCO cancel all certificates and awards of his. He won't ever be hired back."
